Overview

Philip is Head of Immigration (Europe & Asia) at Withers and focuses on complex personal immigration matters, especially for high net worth individuals and overseas businesses establishing operations in the UK. He also advises on compliance and risk issues under the sponsor licence system as well as the prevention of illegal working legislation.

He has developed, over more than 20 years’ experience, a reputation as the UK's leading immigration lawyer for investors and entrepreneurs and frequently works with key players in the global banking, private banking and wealth management sectors, helping them develop investment products and policies for tier 1 investor migrants.

His previous experience as a corporate lawyer and his five years as a non-executive director of a publicly listed company (plc) give him a unique insight into the issues facing investors, entrepreneurs and overseas businesses establishing operations in the UK and enables him to devise and implement coherent and compatible structures and solutions.

He also has expertise in nationality law, human rights cases and those involving EU law, criminality and exclusion and regularly conducts appeals.

He is recommended by Legal 500, where he is described as being 'proactive and imaginative', and Chambers Guide to the UK Legal Profession, where he is noted as being 'charismatic' and 'clever' and 'a sought-after name'.

Highlights

  • Philip was a special adviser to the House of Lords on immigration legislation and was a member of a high level UK Border Agency working group on the design of the Points Based System (“PBS”).
  • He was the only non-parliamentary member of the Kirkhope Commission, a policy body for the Conservative party, and continues to be involved with senior officials in the UK Border Agency on immigration policy development.
  • Philip is a former director of the Immigration Law Practitioners' Association and currently co-chairs their economic migration sub committee.

Publications and speaking engagements

He speaks regularly at conferences and policy forums and also teaches immigration law to other practitioners. He recently contributed a chapter (dealing with business visitors and employer sanctions) in the JCWI Guide to the Points-Based System.
