Fumihiko is a partner in the projects and energy team and heads the strategic industries and national security regulation practice in Japan.
Fumihiko has had a distinguished energy sector career, in both the public and private sectors. He is a leading advisor for both foreign and Japanese clients investing in Japanese energy projects. His work covers a wide range of Japan’s constantly evolving regulatory and policy environments, including the legal framework supporting energy transition and decarbonisation.
For over a decade, Fumihiko has supported multinational clients on the acquisition, development and operation of renewable energy projects in Japan. He advises on Japanese energy regulations, including renewable energy market structures, battery energy storage systems (BESS), and power procurement strategies for major electricity users such as data centres.
He also regularly advises global and local businesses on Japanese trade and sanctions compliance, oversight of foreign investment, regulation of national security, and supervision of the digital and advanced technology sectors, including start-ups with cutting-edge technologies.
In addition to energy matters, Fumihiko regularly advises clients on Japan’s national security and investment screening regimes, informed by first-hand experience gained through a secondment in trade compliance at a subsidiary of a global technology company. He works closely with clients in advanced technology sectors to interpret and apply regulatory requirements, anticipate policy developments, and lead engagement with relevant Japanese authorities.
Before entering private practice, Fumihiko worked for six years at Japan’s Ministry of Economy, Trade and Industry, where he focused on regulatory reform and legislative development in support of the government’s digital and IT policy agenda, as well as on trade policy initiatives involving Japan and ASEAN, and policy matters relating to electronic components, including semiconductors.
