Frank is senior counsel, Withers Art and Advisory and in the art law team.
For more than two decades, Frank has represented collectors, art dealers, claimants, auction houses and museums on art transactions, loan agreements, insurance and intellectual property matters, and disputes related to artworks. He has handled record-setting private sales, helped place works in important institutions—including the Museum of Modern Art, the Getty Museum, the Los Angeles County Museum of Art (LACMA), the National Gallery in Washington, D.C., and the Rijksmuseum in Amsterdam—and advised individuals and estates on the sale of hundreds of works at auction in the United States, the United Kingdom, and the Netherlands.Frank has a law degree from Columbia Law School, a Ph.D. in Art History from the University of North Carolina at Chapel Hill, and an undergraduate degree from Davidson College. While at Columbia, he was a teaching assistant at the legal clinic for the Volunteer Lawyers for the Arts in New York and served as the Articles Editor of The Columbia Journal of Law and the Arts. At UNC-Chapel Hill, he was a teaching assistant and an instructor for undergraduate classes. Frank also served as Secretary of the Art Law Committee of the New York City Bar Association.
Frank speaks frequently on a variety of topics, and has lectured for Brooklyn Law School, Columbia Law School, Davidson College, DePaul University College of Law, Elon University, The Firenze Chamber of Commerce and Industry, Harvard Law School, The New York County Lawyers Association, The University of Pennsylvania, and Yale University.
In addition to his life-long interest in the visual arts, Frank is a long-time follower of Downtown New York performance. He collects ceramics, with a focus on works by outsider artists.
